Will a new boiler improve the weak shower on the top floor?
Not on its own. In a tall house that is usually the height between the water source and the outlet, plus pipework too narrow for the run. A pump or accumulator solves it. A new boiler will not, and anyone selling you one on that basis is selling the wrong thing.
